• All citizens, especially marginalised people, have the capacity to claim their rights and fulfil their responsi­bilities in relation to democratic participation and peace building
• Citizens have an increased awareness of their right to access to justice
• The capacity of state institutions to ensure the protection and promotion of human rights is strengthened
• Human Rights NGOs are supported to protect and promote human rights
• Authorities have the capacity to handle grievances in an appropriate manner.

• Stronger public participation, capacities and institutional practices at national and local levels provide the foundation of sustainable peace and democracy of society
• Poor people, especially women, girls and traditionally marginalised people have improved access to justice and security
• Relevant national stakeholders, state and non-state promote and protect human rights as per international standards and Nepal’s own national and international commitments
• The voices of people are better reflected in government actions and mechanisms for oversight and accountability are improved
